The most powerful card in the Fortune's Favor deck. Draw Mr. Helio and, for as long as you hold him, you effectively run Heliopoly:
Tax Exemption — no taxes on any property you own. Above the Law — full immunity from jail. Healthcare Holiday — no hospital visits needed. Land Baron — unowned plots at 25% off. Networking Perks — three "Friend of Mr. Helio" cards. Get Out of Jail — three of those, too. Air Rights Boost — three cards adding +5 to your building capacity.
He also holds Mr. Helio's Treasure — a space where a share of all collected taxes pools up; land on it while he's yours and you take half the stash.
Every one of these perks lasts exactly as long as you hold the card. The moment another player draws Mayor Helio from the deck, it — and everything it grants — is theirs instead.
